Russia is washed by 12 seas and three oceans. Russia is connected with the Atlantic ocean through the Baltic Sea in the west and the Black Sea in the south. The Arctic Ocean and its seas including the White, Barents, Kara, Laptev, East‑Siberian Seas wash Russia in the north.Russia has thousands of rivers and inland bodies of water, providing it with one of the world’s largest surface-water resources.

Altogether, 84 percent of Russia’s surface water is located east of the Urals in rivers flowing through sparsely populated territory and into the Arctic and Pacific oceans.

The history of the Navy is inseparable from the Russian state. The periods of prosperity or decline of our Fatherland, in one way or another, are associated with victories or defeats in sea battles, with periods of growth or weakening of its sea power.

The history of the regular Russian Navy begins in October 1696, when the Boyar Duma, at the insistence of Peter I, decided: «There will be sea vessels!» Peter I well understood the vital necessity of creating a military fleet for Russia. From his father and grandfather, he did not inherit either the fleet or the sailors, but with his inherent flair he discovered and used the experience and glorious nautical traditions of the brave Russian «Cossack explorers», Pomors and Cossack freedom, from time immemorial plowed on their kochas, gulls, boats waters of the great Russian rivers, the Azov, Black, Caspian and White seas, the Arctic and Pacific oceans.

Peter I created his own marine science, his own formula for waging war on water. Peter’s bright and strategic talent manifested itself in the fact that he expressed thoughts about using the advantages of fighting in the wind and under the wind, about the need to find a flagship on a separate ship that does not take part in the battle, but only the ship’s manager, about training and educating personnel, about a maneuver leading to the dispersal of enemy forces. These thoughts, developed by the students and followers of Peter, led to the creation of the Russian national school of naval art, to the creation of maneuverable naval tactics, to the world glory of the Russian Navy.
