The House of Lords (the Upper House) consists of 1000 peers who are not elected by people. Members of the House of Commons (the Lower House) are elected by people for a period of 5 years at a general election. After the general election the Queen appoints the head of the government – the Prime Minister, who selects the ministers and forms the government.
