The Federal Government Finances Model Cities Programs Urban renewal also has been criticized for not giving attention to the various human and social programs that confront the cities. To deal comprehensively with these interrelated human and physical programs, the federal government has sponsored the “Model Cities” programs. Under it the federal government presently supports more than 100 urban aid programs. Each has its own objectives and each is managed in isolation from the others.

“Model Cities” is intended to enable local governments to use all their federal aid money to plan a total attack on urban ills. To be eligible for a grant, a city must prepare a comprehensive plan involving health, education, and housing. This planning must involve the participation of neighborhood groups so that those who are most affected by the program have a voice in its design. The urban renewal policies pursued by the federal government in co-operation with cities and suburbs may stem the decay and blight which has spread across the urban landscape. But it cannot by itself provide facilities and housing for the expanding American population.

With current rates of population growth, the United States will have to build more new homes than it did during the first 150 years of its existence. Not only will it have to replace obsolescent and inadequate housing, it will have to provide for the added population as well.
