Транспортные средства (vehicles), временно ввозимые в Российскую Федерацию, должны быть вывезены за пределы Российской Федерации не позднее дня установленного таможенным органом Российской Федерации. В противном случае они должны быть либо заявлены к иному таможенному режиму (other customs regime), либо помещены на склады временного хранения (temporary storage warehouses) владельцами которых являются таможенные органы Российской Федерации. При этом оформленные на данные транспортные средства удостоверения изымаются таможенными органами и в трехдневный срок пересылаются в таможенные органы, их выдавшие, для снятия с контроля.

При неполучении таможенным органом, который произвел оформление удостоверения, в течение 15 дней после окончания срока, на который оно было выписано, экземпляра удостоверения либо извещения об его изъятии другим таможенным органом сведения о таких транспортных средствах передаются региональному таможенному управлению (Regional Customs Department), в регионе деятельности которого расположен таможенный орган. Таможенное управление в недельный срок извещает письменно по оперативным каналам связи таможенные органы, расположенные в регионе деятельности, а также другие региональные таможенные управления и подразделения ГАИ (State automobile inspection) МВД (the Ministry of Inner Affairs) России о нарушении сроков обратного вывоза таких транспортных средств с территории Российской Федерации.

Материалы на транспортные средства, ввезенные физическими лицами, постоянно проживающими на территории Российской Федерации, направляются в таможенные органы, в регионе деятельности которых проживают указанные лица постоянно, для принятия мер, предусмотренных таможенным законодательством Российской Федерации.

Vehicles temporarily imported into the Russian Federation must be exported outside the Russian Federation no later than the day established by the customs authority of the Russian Federation. Otherwise, they must either be declared to another customs regime or placed in temporary storage warehouses owned by the customs authorities of the Russian Federation. At the same time, certificates issued for these vehicles are seized by the customs authorities and within three days are sent to the customs authorities that issued them for removal from control.

If the customs authority that issued the certificate fails to receive, within 15 days after the expiration of the period for which it was issued, a copy of the certificate or a notice of its withdrawal by another customs authority, information about such vehicles is transmitted to the Regional Customs Department, the region of activity of which the customs authority is located.

The customs department within a week informs in writing via operational communication channels the customs authorities located in the region of activity, as well as other regional customs departments and units of the State Automobile Inspection (the Ministry of Inner Affairs) of Russia of the violation of the terms for the return export of such vehicles from the territory of the Russian Federation.

The documents on vehicles imported by individuals permanently residing in the territory of the Russian Federation are sent to the customs authorities in the region where they are permanently resident, in order to take measures provided for by the customs legislation of the Russian Federation.

Task 3. Say whatever you know about free economic zones in the Russian Federation (at least 15 sentences). Speak continuously.

The Special Economic Zones in Russia are established by the Russian government to attract foreign direct investment. The privileges of special economic zones last for 49 years. They offer their residents a special legal status resulting in a number of tax and customs preferences.

Russia has eighteen federal special economic zones (SEZs) and several regional projects. Federal SEZs in Russia are regulated by Federal Law FZ issued on July 22, 2005.

There are MNCs among investors to Russia’s SEZ, such as Yokohama, Cisco, Isuzu, Air Liquide, Bekaert, Rockwool and many others.

Now there are 28 special economic zones of 4 different types:
— 6 Industrial and production zones (in Republic of Tatarstan, Lipetsk, Samara, Sverdlovsk, Pskov and Kaluga regions);
— 5 Technology and innovation zones (in Moscow, Saint-Petersburg, Tomsk, Dubna (Moscow region) and Republic of Tatarstan);
— 14 Tourist and recreational zones (in Republic of Altai, Republic of Buryatia, Altai Territory, Stavropol Territory, Primorsky Territory, Irkutsk region, also there is cluster in the Krasnodar Territory, Republic of Ingushetia, Republic of Dagestan, Republic of North Ossetia-Alania, Republic of Adygeya, Kabardino-Balkar Republic, Karachi-Cherkess Republic and Chechen Republic);
— 3 Port zones (in Ulyanovsk, Murmansk regions and Khabarovsk Territory).

The special Economic Zone «ZELENOGRAD» was created on December 21, 2005 by the resolution of the Government of the Russian Federation № 779 «About the creation of the special economic zone for technology innovation on the territory of Moscow.»
